April 2011 Aquatic Center Update

I would like to share with you the current situation regarding development of the District’s Aquatic Center.

 

We have reached the point in our design/development phase where we have a complete analysis of  the Aquatic Center’s projected operating expenses. That analysis indicates that the facility’s overall operational costs significantly exceed revenue. The Board has determined that given the current economic climate in the State and its impact on the District, it is unreasonable for the District to commit to the funds required to operate the facility.

 

Therefore, the Board has directed that the Aquatic Center design work be immediately suspended. In addition, we have been directed to pursue all potential means of decreasing the facility’s operational expenses before proceeding with further design.

 

I would like to emphasize that the Aquatic Center project has not been terminated. Rather, it has been suspended until we can find solutions to the unacceptable costs required for operation. Also, I would like to clarify that the capital dollars for the construction of the Aquatic Center will be protected to complete this project when we find a resolution. As a result of the decision to suspend the project, District administrators and the Aquatic Center committee will be working with an aquatic center management firm to identify ways to reduce operational costs.  We are also exploring alternate sites that might reduce operational expenses.  Finally, we are investigating ways of raising additional revenue for facility operations.

 

Because of State cuts to local educational budgets, the Board must reduce an additional $4.3 million from  the District’s budget for next year. Cuts to our budget for next year include: the elimination of up to 37 teaching positions, a reduction of other classified staff and the implementation of unpaid furlough days for all 12-month employees (Note: A complete list of reductions is located on the District’s Website – www.sno.wednet.edu). The current $4.3 million in reductions come in addition to $5 million in reductions made three years ago.

 

Given the economic forecast, it is the Board’s belief that we simply must live within our means. It is within this context that the Board is committed to reducing the operational expenses of the Aquatic Center before additional work is completed.

 

This is a difficult decision; however, we believe it is in the best interest of our students, families and community to suspend this project at this time. The Aquatic Center is a community vision that we are committed to achieving.  Before we can move forward though, we must first take action to protect the long-term financial security of the District.
