Highly Capable Program

The Snohomish School District is committed to an education philosophy that recognizes and promotes academic excellence by meeting the educational needs of all students. Our program for highly capable students has four main goals that guide the development of the curriculum:

 

Goal 1:  Emphasize higher-level thinking skills in all aspects of curriculum design
Goal 2:  Introduce students to a wide range of intellectual horizons
Goal 3:  Foster in students a desire for academic excellence and a commitment to developing their talents
Goal 4:  Build an awareness that intellectual development is an active, integrative and collaborative process.

 

WAC 392-170-035 - Highly Capable Students
These students exhibit high capability in intellectual and/or creative areas, possess an unusual leadership capacity, or excel in specific academic fields, thereby requiring services beyond the basic programs provided by schools.  Outstanding abilities are present in students from all cultural groups, across all economic strata, and in all areas of human endeavor.

4/5/6 Elementary Highly Capable and Middle School Honors Timeline

 

Reminder - Students must take the SCAT test even though they may have already taken the ITBS reading/math tests at their buildings. Students are required to take both tests as part of the application process.

  • Parent meeting is January 5, 2012. 
  • Completed packets are due January 27, 2012 (deadline extended due to inclement weather)
  • Grades 3, 4 and 5 SCAT testing schedule for Saturday March 3, 2012 (at the district's Resource and Service Center) 
    • 3rd graders from:
      • Little Cedars and Seattle Hill - 8 a.m. to 9 a.m.
      • Riverview and Emerson - 9:15 a.m. to 10:15 a.m.
      • Cascade View, Cathcart and Machias - 10:30 a.m. to 11:30 a.m.
      • Totem Falls and Dutch Hill - 11:45 a.m. to 12:45 p.m.
    • 4th graders from - All elementary schools - 1:40 p.m. to 2:40 p.m.
    • 5th graders from - All elementary schools - 2:50 p.m. to 3:50 p.m.
  • Grades 6 and 7 SCAT testing schedule for March 10, 2012 (at the district's Resource and Service Center) 
    • 6th graders from:
      • Dutch Hill, Cathcart and Seattle Hill - 8 a.m. to 9 a.m.
      • Machias and Little Cedars - 9:15 a.m. to 10:15 a.m.
      • Riverview and Cascade View - 10:30 a.m. to 11:30 a.m.
      • Totem Falls and Emerson - 11:45 a.m. to 12:45 p.m.
    • 7th graders from - All middle schools - 1:45 p.m. to 2:45 p.m.
  • ITBS testing schedule

    • Seattle Hill - March 15
    • Valley View - March 20

  • Placement letters will be mailed June 4, 2012

Following notification of your child's assessments, as a parent, you have the opportunity to appeal the decision based on WAC 392-170-047. You may contact the Highly Capable Specialist or start this process by submitting a letter of appeal. The letter should include the rationale for the request with supporting details and any outside standardized assessment data not previously considered that demonstrates the child's outstanding abilities. All appeals must be in writing and received by the Highly Capable Office on or before June 14, 2012.
