Active Threat Strategic Plan Summary

The intent of this strategic plan is to apply the plan specifically to each and every district facility including all schools and support facilities.

Strategy #1

Know who is in the building at all times or "who is supposed to be here and who is not?"

  • Implement a visitor management system identifies who belongs and those who do not.
  • All visitors go through a check-in and checkout process controlled by building staff and assisted by appropriate technologies as needed.
  • Requires approved visible identification of all adults who are a part of the staff.

Strategy #2

Control and supervise all visitors access into the building

  • All visitors only enter through access to the office to check in.
  • Implement building channelization features to the office.
  • Control spaces by locking all other interior building access points.

Strategy #3

Secure the perimeter from intrusion

  • Secure the building perimeter or site perimeter.
  • The secured perimeter for the specific facility is a deterrent to intruders trying to gain access into the building without going to the office. 

Strategy #4

All staff receive ongoing active threat/intruder training

  • Empower staff and students to make decisions based on known information and best practices.
  • Utilize multiple training tools to provide decision making process based on specific scenarios and situations.

Strategy #5

Do regular drills

  • Utilize appropriate training, ongoing discussion and practicing drills.
  • Involve law enforcement partners to critique and improve the effectiveness of the drills.

Strategy #6

Establish communication plan

  • Keep staff informed during events.
  • Utilize communication tools for prompt notifications to first responders, district and parents.

Strategy #7

Identify places of safe refuge and establish a reunification plan

  • Identify and map places of refuge / rally points and reunification sites.

Strategy #8

Student threat assessment process

  • District school staff will assess a student's threatening behavior and determine the risk.
  • Student threat assessment process will be utilized.

Strategy #9

Be aware

  • Be aware based on relationships with students, staff, families and larger community.
    • Personal awareness of situations.
    • Student awareness of behaviors and attitudes.
    • Family awareness of circumstances and relationships.
    • Community awareness at large.
