Capital Projects & CFAC

Capital Projects are those new construction and major renovation projects funded by voter-approved bonds. The community has demonstrated support of district projects by approving a $141.5M bond in 2004 and a $261.6M bond in May 2008. A proposed $470 million school funding measure in February 2020 was not approved by voters.

Promises Kept (2004 Bond)
Our community came together in important ways to make the 2004 bond projects happen. A citizen-led committee (CFAC) studied our schools in 2003 and developed a long-range plan. Our community initially demonstrated its support by approving a $141.5 million bond measure in May 2004. Our community stepped up time and again with  generous contributions of time, knowledge, and other resources to make the new schools possible. Hundreds of parents, students, teachers, support staff, and community members met together to determine everything from the schools' boundaries, educational specifications, and building design to school names, mascots, and colors.

These are the projects completed under the 2004 bond:

  • Construct Little Cedars Elementary (opened fall 2007).
  • Construct Glacier Peak High School (opened fall 2008).
  • Snohomish High School Building D - This was the first phase of major renovation for Snohomish High School (opened October 2008). 
  • Parkway Campus - An existing facility was purchased and renovated to house AIM High School and other alternative programs.

2008 Bond 
Bond proposal - The 2008 bond proposal was developed by a large, representative citizens committee, and is funding Phase Two of a well-researched, comprehensive 15-year facilities plan. Voters approved the $261.6 million bond on May 20, 2008, to finance the completion of:

  • Cascade View Elementary replacement - Fall 2023
    • Proposed project cost - $68.6 million
  • Cathcart Elementary replacement - Fall 2023
    • Proposed project cost - $68.9 million
  • Dutch Hill Elementary replacement - Fall 2023
    • Proposed project cost - $72 million
  • Seattle Hill Elementary replacement - Fall 2023
    • Proposed project cost - $69 million
  • Emerson Elementary replacement - Fall 2025
    • Proposed project cost - $71 million
  • Totem Falls Elementary replacement - Fall 2026
    • Proposed project cost - $77.3 million
  • Central Primary Center renovation/early learning center - Fall 2026
    • Proposed project cost - $13.7 million
  • Maintenance/Transportation - Fall 2027
    • Proposed project cost - $10.55 million
  • District-wide safety and security - Would begin immediately
    • Proposed project cost - $4 million
